Default Fun with the Fuel Gauge

Morning!

The fuel gauge has been reading wonky. Never went above 3/4 even when it's full - and didn't drop below 1/4. So, I did the "clean the wires on the sender" project. The readings changed a bit, but not a lot-it did go to "empty" when I slid the float all the way down - but won't go above 3/4 (actually a bit above 3/4). I had the cluster out to do LED's a bit ago, and cleaned all the contacts there. Next step is the ground? Which one grounds the cluster? I have cleaned the grounds behind the receiver/drier, and up on top of the fender in the recent past. Gauge itself isn't happy?

I have done all of the above on my 87NA and when full, it still reads somewhere just above 3/4. I just marked it down to quirk of the car and moved on.
