Arrow Fuel pressure question/MPG

I have noticed that I have only been able to get about 18 mpg on a tank of gas, about 80% city. When I sit it on the highway for the entire tank, which I have done, I still only get about 24mpg. I hear a LOT of people talk about getting 28-29 on the highway, is there anything I can do to get it up there really? I have guru chips in, 15psi on turbo and 3 bar fuel pressure, under normal conditions the guru chips just work like normal so that shouldn't effect milage, same with boost. I was wondering if having a 3 bar fuel pressure causes lower mpg? Has anyone know about this or play around with it to see if it does effect mpg? I have already replaced the wires and plugs. I run 15-50w mobil one and I am moving to 10-30 in here soon (anyone have problems with it or anything)? I was wondering about this because I do go see my g/f at school which is 250 miles round trip and those few extra mpg on the highway would be very good with gas prices right now. Thanks.
