PROBLEM SOLVED
Windshield Washer Switch/Stalk contacts required cleaning. See last post for a picture.

Windshield washer pump does not operate from the Windshield Wiper/Washer Switch. Was working sporadically the stopped altogether.
Pump operates perfectly if jumped straight from battery
Plug +/- at pump(disconnected) reads 11.8v- 12.1v when Windshield Washer Switch.Stalk is engaged
Plug + at pump(disconnected) reads 11.8v- 12.1v when Windshield Washer Switch.Stalk is engaged and - negative is grounded at battery.
Plug +/- at pump attached reads 1v- 4v when Windshield Washer Switch.Stalk is engaged.
Opinions appreciated.

So the pump works fine when wired directly to the battery and the pump connector has a good positive supply when the stalk is activated and the connector ground is good, but the pump doesn’t work and you see a huge voltage drop when you attach the connector to the pump, then it really can only be that something is up with the connector or the terminals it attaches to. Maybe when the connector gets pushed on either the terminal in the connector block or the terminal on the pump gets pushed back instead of sliding together. Maybe the “clip” that stops them sliding has broken.

remove the plug from the pump put a test light across the terminals, see if the test light lights and if it does not, check the ground wire brown by reversing the test light. If the brown ground is good and connected, then substitute another switch under the dash and try it

Hi,
Most likely the problem lays in the activation switch / stalk.. (That was my issue..)
See The Attached link:
