Why is my heat so cold?

typical house water pressure is around 60psi.
however with the hoses open (not a closed system) the pressure the core sees will not be so severe, but the water will come out fast!

Wait a minute. What is this valve? The black one. I believe it is 39 in the picture that was previously posted. It is closed. When I open it manually, air flows abundantly out the foot well hole. What controls this? Is it vacuum? The line disappears under the air box and to the firewall maybe.

So nobody knows what controls that footwell valve?

I'm back to driving the car after a stormy and miserable week and want to set my toes afire.
