Default x + y torque specs

In the 944 Workshop Manuels, torque specs are often given as a sum of two values. For example on the muffler flange it says "Tightening torque for M8 bolts and nuts: 20 + 2 Nm (2.0 + 0.2 kpm)." What does this mean? First tighten all bolts to 20 Nm and then all to 22 Nm? Something else? AFAICT the manual never explains what is meant here.
