Glove box arm: what are these clips that rub the arms?

Default Glove box arm: what are these clips that rub the arms?

I thought my glove box needed new arms, but turns out they are fine. The door is hard to open and the arms make a scraping noise when you force down the door. The arms are actually fine, the cause are these small clips that appear to be made to scrape the arms so the door just doesn't fall open when you turn the latch.

Is that correct? Those clips just add pressure and loudly scrape the arms when you pry it open. Was thinking if this is in fact their job, I may add a patch of velcro to the clips to soften their rubbing on the arms.

Here is a picture of the clips and them installed pressing against the arms.
