Your description of the fan situation was incomplete. You say that the fan comes on when you turn the key to ON.
Question: Does the fan stay on at all times afterwards?
Question: Is it the cooling fan or the A/C fan that comes on?
The cooling fan is capable of activating at any time. It works independently of the ignition circuit however so even if the temp sensor in the radiator was bad I don't see how the circuit would suddenly be activated by turning on the ignition switch. That does not compute.
On the other hand the A/C fan is activated by the ignition switch and comes on whenever the A/C button is engaged. Might it be that your AC is turned on and you just hadn't noticed?

Sorry about lack of details.
It's definitely the cooling fans, as soon as the ignition key is turned the cooling fans start, they stop as soon as the key is turned off regardless of engine temp.

Unless it's extremely hot outside, they should wait till the temprature in the engine rises to about 1/2 way up the gauge. It may be the temp. switch on the bottom of the radiator.

There are many cases where the previous owner decided that it would be cheaper to rewire the cooling fans than to replace the $15 cooling fan switch. Check to see if there is a homemade wiring harness near the cooling fans. I don't know how it is on the '86, but on my '84 the cooling fans come on when the air conditioning comes on. Maybe you have a short in that circuit?

The first thing to check are the reisitors that govern the cooling fan speed. Up under the plastic cover near the battery tray - you'll see the resistors - photos to follow...
If they are broken - the fans might turn on and stay on or cycle quickly - on for 10 sec off for 10 sec and on again, etc.
