No, it definitely was not screwed to the front of the car. Those black circles you can see around the edges are rubber bumpers. I can't remember exactly how it was attached but removal wouldn't show any signs of the installation. For a car as nice as that one was, I can understand why the owner would want a piece like that for protecting the front.

I've seen these. IIRC, a guy had one and brought his car to the shop for repair. The little rubber standoffs rubbed little circles in the paint.
