The cd drive should be swapable with a floppy -- if you have one. Otherwise you need to find the boot files and make a bootable CD. There are a few websites that have most of the Windows OS CD boot files and instructions on how to make a bootable CDR using most any burner software. I use Nero.

If you got into the hard drive to delete things then you surely should be able to get to it to for formating. Check the bios and see if the boot sector virus protection is enabled.

Adendum: You may also have to set the "Boot from CD" in the bios.

Remember that a CD has to be created especially for booting. You can't just burn a bunch of files onto it and expect it to boot. You have to set up a master boot-record and boot-strap OS loader files...
