Whats a good year for non-turbo ?
I know the answer - There isn't
Seriously, my friend is looking for a driver to play with and doesn't want a turbo.....
He has a budget in the mid teens maybe 20k...

What does "to play with" mean? Work on, pick up chicks, D.E. or race...?
Reliable fun/quality:$ ratio = '84-'89 Carrera
Work on/fun = '70-'73 911 (probably a T at this $ or a decent "E").
Chicks = Boxster S.
All IMHO YMMV of course! ;-)

If your friend is willing to put up with the idiosyncrasies and inconveniences of an older 911, then I'd aim for either an SC ('74-'83) or Carrera ('84-'89). Given variations in use and maintenance, newest (or lowest mileage) doesn't necessarily mean best.
If your friend wants some modern creature comforts, then the Boxster recommendation isn't bad. Personally, I'd opt for an "S" model. Excellence magazine has an annual valuation article that's nice for pointing out the differences from year-to-year.
