Default Car flooded after sitting 2 hours

Need some feedback on what could cause the car to flood after sitiing 2 hours. First of all the car is hard to start when cold, chugs and needs 2 or 3 min's to gain compoiser. After that, the car runs perfect with the exception of high fuel consuption. CSV is new as well as the WUR. The Cold, Warm and System pressures are well with in spec's. Yesterday for the first time the car Flooded (very bad) after sitting at work for 2 hours, almost did not crank, this is the first time it has done this. I had to hold the throtle on the floor while cranking and after 20 sec's it chug'ed to life and cleaned up.
Any opinions?

Also, the CO is set at 3.5, the timing is set to specs as well.

1 last thing, I checked the fuel milage this morning and this is mostly highway milage, the results, 11.1 MPG. What could cause this High Consuption?
With the exception of a hard start issue, this car runs and idles great.
Euro CIS
K27
Euro Exhaust W/duel outlet Muffler
Mild cams
The car turns 2800 RPM @ 80 miles per hour.

You need to check to see if you are maintaining fuel pressure after you shut the engine off when it is hot. Either the fuel accumulator or a check valve at the pumps is going bad. You could also have some injectors bleeding off if you are maintaining fuel pressure and still have a problem
