At 40% leakdown (and even 20% if you use high pressure like 100psi), you are going to hear the escaping air. If it comes through the case, you have bad rings or piston. If is through the exhaust, bad exhaust valve - if through the intake, bad intake valves. Was the engine hot or cold when you did the test. That engine has a problem you need to address before you do anything else. Additional hot rodding will not help the condition.

The engine needs to pass the California smog test.
My motor passed the smog test with the SC grind and some bigger ports. I also switched to the later exhaust system like you are doing but I had to run a cat. It barely passed on top of that. It took 3 trys on three different days too. It also had to be tuned down quite a bit. My problem had a lot to do with the ignition distributor though. You have the dual vacuum pods on yours so you should be ok.

DonE: I'll do some more checking today to see if I can figure where the leaks are. I would fix all this stuff before any mods.
Chet: The p/o had to lean things out to get it to pass. I looked at the DC site and saw he has a flow bench, so some head work is an option based on cost (like everything else). The SC cams (or some version) sounds like a good up grade.

Call up Colt Cams in BC Canada tell him Mitch sent you and he'll take care of you with either a regrind or a new set!
