Default Brake pressure problem

1984 911 Targa
Recently replaced pads and rotors on 911 acquired last summer. Also replaced hard brake lines to calipers as well as rear calipers (rebuilds) and front calipers seals and dust boots. Tried to bleed system yesterday and could not get pressure on pedal to feel right and driveway test ride confirmed no brakes.
My question is next step. Master cylinder or calipers? Looking for advise/experienced recommendations. Thanks

My 7f5 has a non boosted system. That said how did you bleed the system?? Did you vacuum flush each wheel cylinder keeping he master cylinder reservoir full or something else?

Try extending the caliper pistons with the pedal, with the calipers off. Use a brake pad spreader to push the pistons back in just enough to slide the pads over the rotors. You probably have too much of a gap between the pads and rotors.
