Default Brake system pressure issues

1984 911 Targa. I have replaced front and rear brake pads and rotors and refitted front calipers with new piston seals and boots and replaced rear calipers with rebuilds, new hard lines to calipers on all fours. Today we tried to pressurize/bleed system but brake pedal never regained its former/normal feel-best we could get was about 2-3 inches from bottom. Had several small leaks which all were fixed. Have pressure at front brake lines coming into caliper but not enough to push pistons into rotors. Actually, front wheel spins with brake pedal depressed. Don't know if I screwed up front caliper rebuild which I did myself with Porsche project book instruction, or if I have a master cylinder failure/problem. We did al lot of brake pedal work, maybe four times around before we tried a drive. Anyone have any suggestions? Would appreciate any insight from the "pros". I am a recent retiree with lots of time but not too much hands on experience.
I love this car but I need brakes. Help!
