The parents need to be held accountable for every dime of damage.

And the kids ? NO driver's license till they are done with college.

Stupid kids. Their parents should definitely pick up the tab for the repairs and then the kids should be sent to a labor camp...digging holes...or is that just a book/movie. Unfortunately, the parents are probably more than half of the reason the kids did what they did in the first place so it's doubtful that they'll do anything to improve their kids' behavior.

Normally I'd say death.... They are 15 and they didn't take it over seas, probably no real idea about the rare air craze. I think just the middle eastern "cut a hand off for stealing" should do the trick
