Default Cold start... 911

I know there are millions of threads about cold start idle, etc. but after reading all of them, I'm confused.

We've been trying to narrow down some issues with the car, including the oil issue, which have not happened again, now I focused on the cold start.

This morning I've checked the dome light, and perhaps the bulb was burned, there was voltage there. Also there is voltage on the relay socket underneath the passenger seat.

I tested the relay by checking continuity between 87 and 30 leads and there is no continuity.

Does that mean my relay is bad?

Car is really a pain to start first time in the morning, once into operating temperature, everything runs OK.

Any advise as usual, will be appreciated.

I've read on a Pelican Forums, that the Oxigen Sensor relay is connected from the Dome light (Correct me if im wrong).
