Default Paint chip on the roof

Please excuse my ignorance but what do you make of this. Could there be rust underneath? How serious of an issue do you think it is? Car is 4 hrs away so I'd rather have an idea before making the trip...

It's not simply a chip but a minor dent as well. It looks as though a paint touch up was applied but it doesn't seem to be rusty. If that was it's only flaw and there was money in the deal to rectify it, I wouldn't have a problem. But hey I actually drive my car and assume flaws are the cost of ownership and fun. Cheers
