It is a removable computer chip that goes in your car's DME box (the computer that runs the engine). It contains information the computer uses for fuel mixture and other variables based on inputs from the car's many sensors. Porsche designed the stock chip rather conservatively, so that the car would function reliably in a wide variety of circumstances, over the full rev range, and with different qualities of fuel.
More aggressive chips tweak the settings for slightly better performance. They can also allow the engine to take advantage of higher octane fuel, or a less restrictive exhaust.
