Has anyone ever seen a dual exhaust on an 88 3.2. I am looking at a car to buy and I am always skeptical of hack jobs and mods that are going to put me in a bad spot. All the G50 3.2's I have seen have a single exhaust coming out left side but this one has a dual exhaust but nothing comes out the right hand pipe.
I have a 3.2 with an upgraded 1 in 2 out exhaust. You can also put SSIs or headers and get a 2 in 2 out exhaust. Not sure about the one you saw where the right one isnt functioning unless it was capped to reduce noise maybe?

That's an aftermarket setup of some sort
There are several ways it could have been done, you will need to look underneath to find out which.
1) a dual out muffler could have been installed after the stock cat
2) as above w/ a cat bypass
3) headers w/ a dual in/dual out muffler, common headers are ssi which are a bit too small fo max performance but fine for street use, B&B 1 3/4" which are a bit too big, B&B 1 5/8" which are a great size but have poor heat(as do the 1 3/4") there are some other less common headers that have been used.
M&K ships the 1 in 2 out with a block off for the right pipe that fits between the muffler body and exhaust tip. It makes a very big difference in volume. Really nice, light muffler if that's what it is, but very loud with both pipes open.

Looking at the OP's pic again, the driver side muffler looks correct / on a proper angle, yet the drivers looks straight. Like a Mustang exhaust, etc. Something is up w/ that one!

Could be the result of the removable tip on the right being rotated at a weird angle, with could support the M&K theory. Hard to tell from this photo.
I finally got under the car. Your suspicions are exactly correctly. Obvious one of the early owners decided it was "cool" to have a dual exhaust. They welded another pipe onto the exhaust system just to make it look like a dual. So silly. People do the strangest things!
