Default odometer problem post flood repair

My 88 3.2 is coming out of a flood repair and most issues are solved but then my odometer stopped working. Speedo is fine. Am told it likely needs Vehicle Speed Sensor ($350+) and the speedo head ($1300+) replaced/repaired. Also told it's not flood related. I'd never had any issue pre-flood so am curious what might have caused this. Water got above seats but not to dash level. Radio is also not working now and am trying to prove to insurance that it's part of the flood claim. Any input is appreciated.

I would expect the plastic gear (inside the speedo) has broken. Many threads on this failure and repair.
Should it be the actual failure reason, I'd have North Hollywood repair it.

What repairs were done on the car?

I just had the same thing happen with the odo on my SC. Its a broken plastic gear inside. I had it fixed by NHS in 10 days including the shipping there and back. Cost $150

It can be fixed for ~$25 if you're delicate with small tools:

This was the first job I did when I got my car this summer. Pretty simple - even for my novice ability. Take pictures as you disassemble. I picked up the gear on Amazon for about $30.
