91 C2 VIN & engine number

91 C2 VIN & engine number
I have the VIN number for a friends car, but we can't verify the engine number delivered with the car. It appears a clean block without any number may have been used during a recent overhaul. The VIN is WPOAB2966MS410451. Can anyone help in determining the block of numbers that may have been assigned to that years production VIN's?
I have been trying to obtain a contact point at PCNA so we can write/call them about obtaining a Certificate of Authenticity (COA) for the vehicle. Any help in that area would also be greatly appreciated.
My friend had the motor worked on recently and they screwed it up royally. Just trying to baseline the vehicle in an attempt to hopefully fix the engine. It is currently in another very reputable shop and we're just wanting to verify what's there so they can proceed with proper rebuild.
