What's that stuff on my motor??

On the very top of my engine there's a kind of plastic foam. It looks like it was used for sound insulation, but now it's all cracked and lying about. The previous owner said to restore it the engine would need to be dropped. True? Can I just ripp that stuff out (before it falls into some vital moving part)?

Hi:
Are you speaking of that black foam pad in the engine compartment on the underside of the rear shelf?
That's the main engine sound supression pad and they do deteriorate from heat and age. These can be replaced by dropping the engine 4-5 inches so you can access the front of the engine compartment.
The new pad can be glued in with 3M contact cement or 3M high temp weatherstrip adhesive.
You can certainly pull off the pieces that are ready to fall off,...

I have yet to see a car with an intact sound insulation pad. Pull it and forget about it. If anything, you'll hear the flat six singing a little louder, what could be better?
If you want it back, there is always times when the engine is dropped (clutch, engine rebuild etc.) I'd wait for that point in time, because you won't have to be a proctologist to replace the pad with everything removed.
