I think those are both country codes. That means the country that the car was built for.
C00 is Germany
C09 is Sweden
C02 would be USA
C03 would be USA California (Through 1990 model year)
Was it on the label under the front trunk lid?

One more question
The code on the rear rack that is the same as FAHRG NR (label under the trunk) - is it assembling number? That has nothing to do with chassis number?
