I've never seen that piece as part of the seat assembly. Someone must have used them erroneously. The two pivot points (one on each side) on what I call the "knuckle" between the seats in the center are where the inside seat flanges sit and rotate. There is a Bushing ((about 1/4 '', 901-522-509-20) 2 ea (one for each side) that sits over the pivot point. Then position the seat flange over it. It is to take up the slack after you get the seat into position or you'd never be able to get it to fit. On the outer side, there is a Cap (901-522-365-00) 2 ea , one for each side, that goes over the outer pivot, then a Spring Washer 2 ea, (we call them wavy washers P/N N012-230-1), then a Spacer (911-559-435-00) 4 ea, two on each side, and then the Oval Head Screw M8 X 10 with machine threads, 2 ea. You have to hold the inner flange over the pivot point while stacking the other parts with the Screw. Position the screw over the outer pivot point and start screwing it in. Reposition the screw as necessary to align and fit the parts and continue installing. The two holes above the pivot on the inner knuckle is where the spring loaded seat fastener keeps the seat up. That spring loaded piece fastes to the inner flange with machine screws. When you pull out on it , it will release the stop and the seat folds forward. Most of those parts are to take up the slack, but are very necessary. I hope I haven't confused you, but that's basically how it works.
