I don't know about Ca regs but when I brought my C3 over a got an EPA waiver for emmission's with it, also got a DoT release for the safety items like glass lights, door beams etc. Both of these were supplied to me prior to the cars release from impound.

Depends on what the CARB rules presently are for grey market cars. I honestly don't remember, and years ago we'd just find someone who didn't look closely.
But by spec, a '77 will have to have that unholy trinity of thermal reactors, air pump, and EGR. None of which will matter in the least to get it to actually pass the tailpipe standard. I know thermal reactors and EGR weren't on the ROW cars, but were air pumps?

Obviously there was no Carrera 3.0 for sale in the US. Anyone just "showing up" at a CA smog test place could easily claim it's a 2.7. Engine compartment sticker be damned.......

I'm sure it would be easier, and it may just be cheaper to buy a house outside of CA and register it there.
All kidding aside, I've read a lot of the smog laws and haven't come across the rules for getting a car that was never sold in the US legal in CA.

Sort of. 3.0 930s had all the nasty stuff. (Of course the 930 air pump is more-or-less hidden. Would you believe most of the smog guys were versed enough in 930s to check for proper operation? More than one customer car had to have the air pump toothed belt pulley replaced as it became a wear item.)
