If someone wants their wheels/tires to look wider than they really are, that is one reason. If you are installing wheels with greater offsets, that's another reason. If you have non-stock wheels or larger than stock tires, sometimes thin (7mm) spacers may be used. Spacers were used on 930's.

Spacers typically are not used.

If trying to use wheels with a different offset than stock, spacers may be needed to provide clearance of suspension or brake components.

If fitting larger brake calipers spacers may be needed to clear.

For cosmetic reasons to "fill in the wheel well".

1 & 2 - needed, 3 - wanted.

Spacers are not completely inappropriate. Porsche themselves used spacers in some applications and you frequently see Porsche spacers for sale.

Were yours bunk spacers preventing them from being flush to the hub, and then causing "wobble" etc? Were they hubcentric and the hubcentric portion was not machined correctly preventing correct installation? Or do you think there was there contamination between the spacer and the hub?

It was probably a bad sign that they weren't cooperating when you tried to seat them.

I'm under the impression only the 930's used spacers in the rear.

The 928 GTS and a few Cayenne Turbos used them in the rear, too.
