Flasher relay - Emergency brake light ?

On my 74 Targa the flasher relay 'reluctantly" flashes the emergency brake light indicator. The relay itself inside the flasher relay first hums for a second before it fully engages the relay contact. For all turn signals the flasher relay works fine, though
After looking up the electrical schematics for my car I figured the emergency brake contact powers the flasher relay by grounding it with the indicator light in series. I suspected a poor ground first but even grounding the indicator light results in the same sluggish operation. Now the question is whether it is the indicator bulb or the electronic relay.
Either the indicator light drops too much voltage (too high resistance) to properly operate the flasher relay or something (capacitors drying up?) in the electronic part of the flasher relay went out of spec over the years. Anyone has any experience with that?
