Targa front seal?

I purchased and replaced the targa top front seal on the frame of my 87 911. I had a significant amount of wind noise at a isolated location and hoped that would reduce it. When replacing it, there was a secondary flat seal with a rolled edge directly in front of the primary weatherstrip that I purchased. Until removing the seal, I did not realize it was 2 pieces and the new seal did not have this included or attached. Is this secondary seal standard?

according to porsche that second, P-shaped seal was designed to specifically reduce wind noise. the part number is 911.799.565.25. however, it doesn't seem to do all that much.
my cheap fix was to buy some thin weather stripping foam. i stuck some under the front and rear edges of the windshield seal. this helps prop up the top of the windshield seal when you lock the top down. it's not a perfect fix, but it helps...
