CC must be "tapped" into the speedo signal or maybe even the tach signal since using the clutch (or brake) always disables the CC.
And..if the a vacuum loss were serious enough to adversely impact the operation of the CC it wouldn't "take", lock on, the speed setpoint to begin with.
Older CC systems most likely used good grade capacitor in a "sample-and-hold" circuit to control the servomotor. install a low grade, "leaky' capacitor in the circuit and the resulting "leakdown" would cause a decline in the speed control setpoint over time.
Not sure why a CC would "gather" speed but likely some sort of positive current leakage (dust/dirt + moisture?) into that self-same capacitor.
