Default Airbox help

Hi gang. I'm powdercoating some airbox pieces for a client with a '68? 911. He dropped off the piece shown circled in the drawing. I pulled this picture fron the net but his is similar.
How do I separate the plastic center piece with the 90 degree elbow from the metal exterior? I see 4 bumps and I wonder if the piece is plastic welded from the factory. Should I drill out these areas and rivet back together once powdercoated? Am I on the right track? I'd hate to damage the part.
Thanks for any disassembly help.
