Rear T-bar replacement: w/o access holes

Default Rear T-bar replacement: w/o access holes

My friend has an '84 911 w/ fiberglass wide body flares. Rear torsion bar broke (<5K miles on the car). There are no access holes in the panel to pull the bars out. Two (2) shops insist on removing the rear quarter panels to access.

Any thoughts/suggestions on cutting an access hole in the fiberglass and making a nice plug?
