Default Fuel Pump trouble.

I did a search but could not find anything on what this car is doing. It is a 1983 SC that when it is pointed down hill sounds like it is not getting fuel to the pump. The pump is very noisy and the car will not start. If the car is pushed to face up hill the pump is quiet as normal and will start right up.
I can't figure this one out.. Any Ideas?

No gas is 1/2 right now and the level does not seem to affect it.

We think that it is the fuel accumulator. Just to update this post. I will let you know.
