used tires, what was is the MFG date?

tire rubs = fender sanding? seriously?

Tires rubbing on fenders can't be good.
Could lead to a tire failure at the worst time, when you're hard in a corner.
It will wear off any paint or corrosion protection on the inner lip of the fender, which will lead to rust.
I wouldn't grind or sand the fenders. Again, corrosion.
Some guys have the inner lip "rolled" to provide more clearance.

I think those tires are probably way too wide.

What exactly is your issue . ? you couldn't find tires any more that fit your original rim or you don't want to spend the money ? to put tires on that don't really fit cause you got a good deal and then are now considering modifying the car to fit your cheap tires is not the way to start this relationship with your car.
