Post 1970 911T timing

whats the easiest way to set the timing on my 911t. the book says 32-35 BTDC @ 6000 rpm. how do i go about doing this with amateur tools and limited know how? my neighbors complain when i run the car at this rpm and my timing light doesn't seem to function well at this speed also. any suggestions?

by the way, it's a 1970 with weber carbs.
