Default Unusual Headlight problem??

Yes, I have done all searches. It is not the switch or steeringcolumn switch.
I have checked both the lightswitch and the steeringcolumn switch and I have full power on both low/hi beam at the fuses. On my car it looks like I have an original relay connection because at the low and hi beam fuses I have one thin cable out from one of the low beam fuses and one from the hi beam fuses. Hence 2 fuses are not used. What is my problem then?
I cannot find the relays (or other fuses). Then the thin cables are going into the original cablelooms, not easy to trace them.

Very thankful for some help. I have not checked the power or ground at the bulbs yet.

Thanks Iceman
87 Carrera it is. No hi or low beam, just parkinglights. For sure I must have relays some where, due to the connections at the fuses. Just cannot find the relays. No problems with switches. I am a bit puzzeled due to the good looking cablelooms. I understand it sounds weird, but it looks very much as a factory solution judging the way the cablework is done. I have to measure at the H4 sockets as next step, but I am pretty sure it is not the bulbs.

Edit: Oops, sorry check Post #7 in this thread. Use a circuit checker. If you have power, then it's either the switch or the wiring.
