1996 C4S - rear spoiler does not raise at speed

anybody have any experience with this? My rear spoiler has stopped rising once I hit 40mph or so as is stated in the manual. I am now getting the emergency light consistently I also am not able to raise it manually. Is this an easy fix to do myself?
