Headlights Not Working

I was helping someone with their 87 Carrera today and he mentioned his headlights were not working. Apparently they shut off while driving one night.
The parking lights all work (front and rear). There is no high or low beams at all.
I checked for voltage at the bulb plug and the fuse box...I only got .2 volts.
After looking at the wiring diagram, I suspect the headlight switch or the turn signal stalk.
Having an 83, I'm not too familar with the 87 issues. Any opinions?
By the way...I drove the G50 tranny for the first time today...I like it SOOOOO much better!!!!!! I want an 87!!!!!!!!!

since the entire current runs through the headlight switch without a relay I would possibly suspect that . I wonder if he has upgraded hi headlights or bulbs at some point without a relay . That would send even more current through the switch

The headlight switch is wired into the stalk/turn-signal switch. The turn-signal switch (which controls the brights, too) is notorious for burning up if the system does not have after-market relays installed.
The first thing I would do would be to turn the lights on and "jiggle" the turn-signal switch up and down and front to back to see if it had an impact on the headlights (other than flashing the brights). If the headlights come on, or flicker while on, then it's probably the turn-signal switch.
