Targa Top

I'm worried about my new used Targa Top that I bought off of eBay. I would put it on my car right now however it's been in the body shop for a week and next week the interior is being worked on.
The driver side “Targa Top Catch” - the fixed catch doesn't operate like the other side (the other one on the passenger side). It is sprung, however it doesn't spring all the way back smoothly. The other catch that the handle operates works fine.
I also have my existing Targa Top on the car right now that is in rough shape. I’m hoping to dissemble it and swap any good parts. I can see the parts diagram on PelicanParts but I can’t see how you would take off the handle, vinyl off to get to the frame and top catch.

Mine did that once. I think I removed the assembly and sprayed some penetrating oil on the mechanism and it loosened up. Seems like it may've been slightly bent and was not allowing proper movement. Been a while. Had so many other little bugaboos since then.
