Question Loose passsenger side mirror 1981 911SC

It giggles unlike the driver side which is rock solid. I have tightened down the external hex bolt and an upholstery guy I use said he could see nothing loose inside when he had the inside door panel off for some other repairs. Any thoughts are very much appreciated.

I'm guessing that the clamp, that tightens when you do up the hex blot on the outside, has torn the metal under the base and is now out of adjustment.
Inside the door there should be a reinforcing plate that stops this from happening.

Undo the hex bolt and take the mirror off the door and see if the mounting holes are in good condition.

Hi, just wanting to make sure of what is loose. Is the entire mirror assembly loose, or is it just the mirror head, that is on top of the riser?

Yes.

3.2 slantnose's question is right on. The visible hex bolt holds the mirror mount (riser as slantnose has called it) to the door. Inside that is a threaded hollow bolt (rod?) that you must turn to tighten the connection between the mount and the body of the mirror. The wiring for the electric mirror adjustment passes through this hollow bolt.

What part is loose? Where the whole assembly mounts to the door? Where the body of the mirror meets the mount? Or is it just the glass that is loose?

It's going to be the whole mirror that's lose. If it's just the top part, then it's been reassembled without the spring in it.
Because if the spring is there, by the time it's lose the top has fallen off.
