Let's say you just pulled over to the side of the road and used your blinker to signal your action. You turn off the car, pull out the key. My parking lights remain on until I turn off the signal.

Is this normal?

very normal . In Europe the rods can be quite narrow and the indicators can be used to indicate the car on a darkly lit street to stop someone from hitting it.
