I used Testors enamels on my 84 (I was told that one of the better-known Fuchs refinishers used Testors.

I did the caps at the same time I rattle-canned my spokes with Rustoleum 7777. I've only had them finished for a year, but the paint (wheels and caps) is holding up well. I might touch them up this Spring with a little bit of the gold--if you look closely at my black, it becomes obvious that either my eyes or hands or both are not as sharp/steady as yours
