Shark: you hit the nail on the head - in my backwater neck of the woods I can't find any seat that will fit in the jumpseat, tape measure or not. Oddly, my backwater state (NM) has some of the strictest child seat regs in the country.
Racer: the "fine" or other punishment for improper child restraints is largely a state and local affair - check with your local county-mounties if you want to be in compliance.
