Difficulty installing bump steer spacers

Greetings,
On my '89 3.2, I just finished installing new Bilstein HD's, brakes pads, and turbo tie rods. I attempted to install the bump steer spacer kit (they look like 3/8" thick aluminum washers), but was unable to move the steering rack enough to get the spacers in there. This should have been the easiest part!! I had the car jacked up with the suspension hanging down, but that shouldn't have mattered, as the tie rods weren't connected at the time. Any suggestions? Is there a better solution?

Yep - sure did, but I couldn't tell how much movement I was able to get (I was under the car). Should it move more up the spline? It just seems that it's restricted someplace else. There doesn't appear to be much wiggle room in there.

You can loosen the bolt that secures the joint on the shaft, and you can also loosen the 2 bolts that hold a clamp and rubber mount for the rack. Loosen them both and you should get plenty of movement.
