Default What would make HC% jump?

I have a 87 Carrera and during inspection the HC would spike and cause my car to fail. Now, Last yr it passed with flying colors, this yr it will not pass. I have even put on a New catalytic converter and it fails. Just the hc's everything else is purrrfect. The tech put it on diagnose and the hydros spike ever so often........... Any help would be greatly appreciated. New test next week maybe it's that machine?

WAG=wild-***-guess,....

Make sure that the oxysensor and its wiring are perfect. Cycling between open-loop & closed-loop can do the same thing.
