How does this car with CIS produce 210 HP when a '77 with a 2.7 and CIS only produce 175 HP. Reason for my question is because with 130k miles on my engine a rebuild is in near future and I'ld like to draw more power out of her.

Well sir, there are many many differences between the 210 HP 2.7 and your 165 HP one. FWIW, the only 175 HP CIS 2.7's were made in '74, only. Subsequent CIS 2.7's were 165 HP.
Let me list some,......
1) The 210 HP engine has Bosch Mechanical FI
2) These engines have early "S" cams which are FAR more aggressive than yours.
3) These engines have bigger intake ports and breathe better.
4) The 210 HP engines use the early design 3-into-1 heat exchangers which are far better than the 75 and later ones.
You should know that some of these things are expensive to do (MFI) but a good rebuild of your 2.7 employing some of the things outlined above and equipped with carburetors, will get you very very close.
Other good options are installing either the 3.0 SC or 3.2 Carrera engines.
