Undercoating Wheel Well 993

The undercoating on my 1996 993 is flaking off in areas in my wheel wells. How should I correct this problem. I would appreciate recommendations for a good material to use.

What is actually flaking off? Body colored paint or Black goop?
Did these cars actually come with undercoating or was it dealer applied black goop? The earlier cars came with body color textured paint and often times this 'Body Schutz' (sic) and then lightly sprayed with cosmoline was covered by a thick layer of black goop (undercoating) by the dealer. I just checked in the garage and Boxster does not have undercoating; but, does have the cosmoline which barely tints the silver paint.
