Yep. SSI's are considered headers. Equal length piping from each individual exhaust port into a collector.

Actually, the most of the factory heat exchangers units are headers too. They are piping from the ports into a collector as well. Just not equal length.

One thing to watch out for, though. Not all "headers" are the same thing for us aircooled guys. Some headers have heat exchangers to provide warm air to the passengers, and some do not. Some places may be a little loose with the jargon, so make sure you know what you're buying.
Also, "SSI" is a name brand - Stainless Steel International, but many people use it to describe aftermarket conversion of catalytic converter Carerras to the same system as on SC's. Whew! Try saying that three times fast!

Thinking of Robin Williams in "Good Morning Vietnam," ..."My 964 has SSI's on the DME, went to the DE and got AFU with the DNF." :-)
