Engine dies at strange times

I'm trying to diagnose what I think is probably a fuel problem with a friend's 71T. It runs and idles beautifully. But when we take it for a drive it will occasionally lose power, and sometimes even die. He lives at the top of a very steep hill, and the car runs fine going down, but once stopped at the bottom it has a tendency to die. It seems that inclines give it the most trouble, even with a full tank of gas. The car is hardly ever driven (I'd say it sits for months at a time) so I'm thinking that maybe deposits/water in the tank may be to blame for what seems to be fuel starvation. Any thoughts?

hook a fuel pressure guage to it and check, some times the screens and filters get plugged and it can get enough gas at idle but not at a higher RPM or under load, also the floats might be varnished and sticking, its hard to diagnose without seeing it but thats my in put
