quick ? - What does black plate mean?

Hello, have been looking around at add and I see the term black plate mostly from CA. Is this like a grey market car without the smog stuff? Thanks all.

what jack said.. meaning its originally a california car, thats spent its life in california most likely (some states allow historic plates from any state.. ie some have black cali plates in indiana and elsewhere after the car is moved there.. but for the most part, most states require the cars to get their local historical plates.. ) needless to say when a car leaves cali, it cannot get black plates when it comes back..
