How does the horn pad come off an 82 with the 3 spoke? Does it turn counter clockwise or does it pull off. I need to replace the high beam light bulb. Do I need to remove the wheel?
Can I remove the plastic clam shell instead to pull the Tachometer out?
Any help would be appreciate.

There's a spring/latch on each spoke of the pad. Just unlatch it by pulling each "wing" up one at a time.
